I heard more from Graham (who forwarded the original article) as well
saying that he'd heard (but couldn't document) that the reaction of the
London underground had been to start spraying diluted bong water under the
seats on buses and that this had thwarted many of the polices attempts to
use random canine search as a drug detection mechanism.

Actually the British police have been doing this for some time - but there
is no 'designated place' they pop a van of PC's in a spot and then send
out another PC with a drug-sniffing dog and they go for 'walkies' along
the pavement, usually around sidewalk cafes and bars. They use the 'aww
look, cute!' factor as the PC walks past asking people how their night is
going, etc, all the while they pat the dog and so on, which is busy
checking them out for drugs.
If the dog reacts, the PC usually asks them to 'accompany these two
officers' for some questioning. This means you have to leave in front of
your friends and the rest of the customers, if you refuse, you can face
arrest.
No warrant necessary.
Gotta love this brave new world our 'leaders' are building.
